While the front of the jersey cannot be clearly seen, the colour scheme certainly matches that of the Edmonton Oilers. The Twitter/X user who took the photo revealed that the front says "Afghanistan" and the shoulder patches are the Twin Towers.
Regardless of which team the fan roots for, I think we can all agree that his sense of humour is in very poor taste.
